Center point specification for circle definition (G161/G162)

G161 Circle center point absolute (modal)
G162 Circle center point relative (modal, default)

With active G162, the center point is defined via I, J and K relative to the circle starting point. With G161 being active, I, J and K are specified absolute in the coordinate system of the programmer.
